The college founders are President Emeritus or Atty. Dionisio Balite and his spouse Dr. Lilia Balite, they are alumnus of the University of Bohol. Atty. Dionisio Balite is a graduate of Bachelor of Arts, Magna Cum Laude; Master of Arts in Education, Summa Cum Laude; Doctor of Philosophy, Benemeritus; and Bachelor of Laws at the former university. Indeed they are proud pilots of the Bohol Technical Institute.

As a Senior Board Member of the Sangguniang Panlalawigan Board Member, the Honorable Dionisio D. Balite has a long service record to boast of aside from being the forefather of the Bohol Technical Institute. He climbed all the way a ladder to success and started his old days as a Janitor-Clerk in 1958 at the Registrar's Office of the University of Bohol. After, several pursuance he became one of the prestige school’s faculty member in 1980. The efficacious years that fast passed by is uncountable of the position he carried after, as a Director of Saint James College (now Philippine Maritime Institute), stars were with him. Presently he is Bohol’s pride as their Executive Assistant to the Governor's Office.
